Methodology

The measures presented in this dashboard were selected by the BCVision Steering Committee based on their ability to track progress toward BCVision’s goals. Measures were selected based on how well they represent the result, their ability to communicate the result, and the availability of quality data that is disaggregated by race/ethnicity and available on a regular basis. The baseline year for all measures is 2015, representing the year that BCVision was launched. Aspirational targets were selected for each measure based on selected comparative indices of city performance on the measures (e.g. "best cities to raise children in") and Michigan state performance on the measures. Historical data going back to 2010 was collected if available. Data by race/ethnicity are presented if there is adequate data; in the case of national surveys, the margins of error for certain groups are too wide to ensure the accuracy of the data, therefore that data is excluded. In addition, the measures drawing from the U.S. Census Bureau’s American Community Survey, use pooled data for five years (for example the five-year pooled data from the years 2012 through 2016) in order to get a large enough sample for racial/ethnic groups. Some of the changes in the trends over time are not statistically significant and could be due to the small sample size rather than actual changes in the population.
